LeRoy was born in Welcome, Texas on October 25, 1933 to parents Walter and Ella (Hohlt) Kaase. LeRoy attended Welcome School and then West End school. He was confirmed at Welcome Lutheran Church on May 16, 1948. In 1954, LeRoy was drafted into the US Army and proudly served his country during the Korean War. After returning home in 1956, LeRoy graduated from Blinn College in Brenham.

LeRoy was very knowledgeable about farming and ranching, having spent his entire life working in agriculture and at one time was the largest hog producer in Austin County. He was hired as the manager and only employee of the Moorman Feed distribution warehouse in Brenham when it opened in 1962 and worked there until it was closed 30 years later. He then continued working as the outside sales representative for Colorado County until he retired in 1996. He remained active on the farm raising cattle until his death.

On April 23, 1966, LeRoy was united in marriage to Mary Ann (Mertz) Haverlah. They made their home near the Welcome/ Bleiblerville Communities. LeRoy enjoyed the outdoors, and always looked forward to having the opportunity to go fishing and spending time with his grandkids. He loved a game of dominoes, and was always eager to catch an Astros game, Little League Game, or an old western movie on TV. Although he was never a Boy Scout, he was a big supporter of the organization. LeRoy loved his family and his community and was a strong believer in honesty and hard work.
